Controversy Over the Chitose Site: Is It a Suitable Choice?

Japan’s ambitious plan to invest over ¥4 trillion in the Rapidus semiconductor initiative aims to achieve mass production of cutting-edge semiconductors by 2027. However, the project has faced significant controversy from the outset, with the choice of Chitose City in Hokkaido as the manufacturing base at the center of the debate. Critics argue that Chitose lacks the fundamental conditions for a semiconductor hub. High transportation costs hinder smooth material and product logistics, while a shortage of skilled labor and inadequate resource supplies pose additional challenges. Reports also suggest that the region’s water quality may not meet the stringent standards required for semiconductor manufacturing. Furthermore, the decision to select Chitose appears politically motivated rather than based on industry-specific needs, raising concerns about the project’s viability. Even if an alternative location is selected, the flawed planning already poses substantial obstacles to the initiative’s success.
